本书以两岸关系和平发展和制度化协商作为研究背景,以一个中国框架作为研究前提,以两岸海洋事务合作及其法律机制为主要研究对象,在总结两岸海洋事务合作实践的基础上,通过分析相关两岸海洋立法和两岸协议,并探讨两岸海洋事务合作的实践轨迹,引入其他社会科学的理论资源对两岸海洋事务合作的治理转向、法理基础和法制建构等问题进行系统研究,从而建构起两岸海洋事务合作法律机制研究的基本框架。

關於作者: |
叶正国,法学博士,武汉大学中国边界与海洋研究院副教授、硕士生导师,武汉大学两岸及港澳法制研究中心研究人员,2011计划国家领土主权与海洋权益协同创新中心研究人员,台北“中央研究院”法律学研究所访问学者。主要研究方向为宪法学与行政法学基础理论、国家统一与海洋问题的交叉研究、党政关系与国家治理的交叉研究等。先后在《中国行政管理》《武汉大学学报(哲学社会科学版)》和《台湾研究》等各类学术期刊上发表学术论文40多篇,出版学术专著1部,多次获得省部级一等奖和优秀奖,主持和参与国家社科基金和省部级项目十余项。
